Joe Burger Park

  •  Joe Burger Park is located at 1251 E. Greenbriar Rd, at the corner of Blackland Road and Greenbriar Road, next to Harry H Herndon Elementary School. 
  • The Ribbon Cutting Ceremony has been scheduled for November 12, 2022 at 10:00 AM.
  • Utilities have been established, and irrigation has been installed. Landscaping has been completed.
  • Grading earthwork and paving for parking have both been completed.
  • The playground has been completed, surfacing has been installed, and a safety audit has been done. The bathroom has also been installed.
  • The basketball and tennis/pickleball courts slabs have been finished and surfacing is close to completion. Backboards still need to be mounted and fencing still needs to be installed.  
  • The pond has been formed at the Southeast corner and is holding water.
  • Thanks to a Local Park Grant awarded by Texas Parks & Wildlife Department, a basketball court and tennis/pickleball court were added to the project’s scope.

Road Bond Projects

Woodcreek Blvd. 

  • A-Lure General Contractors, LLC was awarded the contract and the award letter was sent to them. The Council also approved a change order to add the Striping Project to the scope of work.  
  • Notice to Proceed was given by Kimley-Horn and acknowledged by A-Lure on November 1.
  • The Silt Fence has now been installed.
  • Project Duration: 240 days for Woodcreek Blvd. plus 60 days for Memorial Parkway Striping and 70 days for Right Turn Lane at I30 Frontage Rd. for a total of 370 days. Completion, punch list, and acceptance is anticipated in October/November 2023.
  • Railroad work and signals are expected to be completed by October/November of 2023.
  • Avondale anticipates completion of their portion of the road around June 2023.

Turn Lanes at FM 551/IH30

            Phase I Memorial Parkway Striping Project

  • A-Lure General Contractors, LLC has been awarded the project as a change order to the Woodcreek Blvd. contract.
  • The duration of this portion of the project in the contract is 60 days. This project is the top priority for A-Lure, and they should have a schedule by November 11 with the project starting date.
  • A-Lure has received the CAD files and is working on logistics to complete most of the work on the project at night. 

Frontage Road RTL Extension

  • FM 551 Striping will proceed first, but the project could be moving concurrently.
  • A-Lure has received the CAD files and should provide a schedule for the project by November 11.
  • This project was added to the Woodcreek Blvd. contract as a change order and will be done along with the Woodcreek Blvd and Striping projects. 
  • TxDOT will look at the timing of traffic lights and make any improvements once the striping phase has been completed.
  • The duration of the project in the contract is 70 days.

Water Tower RD Extension

    • Dudek Construction provided a rough schedule anticipating acceptance and opening of the road by May 2023.
    • The contractor received the permit for grading on September 9. The full permit from the city was provided to LJA, the civil engineering company, and the developer. Grading is now almost complete.
    • Utilities will continue being installed until the first week of December.

Riding Club East/Railroad Crossing

Riding Club  

  • On July 18, 2022, the City Council unanimously approved Ordinance No. O-2022-018-Determining the Necessity of Acquiring Real Property for Construction of Public Roadway Projects.
  • The appraisal was completed for the property acquisition needed to relinquish two railroad crossings.  This was a necessary action to gain one crossing for the Woodcreek Blvd. extension. 
  • A hearing was held on November 7 for the property needed to complete the project. Once the property is the city's, the project design can be finalized and will go out for bid.
  • Design plans are currently at 95%. Kimley-Horn and the attorneys are still working on the final detail of the property.
  • The city anticipates going to bid in early 2023 and potential completion dates in August/September 2023.
  • Riding Club Road was closed on August 17, 2022, in agreement with the construction of the railroad crossing at Woodcreek Blvd.

Gettysburg to Blackland 

  • The property owner accepted the offer for the acquisition of land. The property needed for the project closed on September 19, 2022. The property cost was $439,000.00.
  • Kimley Horn received the contract and is working on design plans. A 90% design plan set is expected by the end of the year.
  • Coordination for clearance on the existing property has started by the city’s Public Works Department.
  • A date was set for January 15, 2023, for a full set of drawings to be completed and for construction to start. 
  • The city is working on a development agreement to have Edgewater build the road and have the city reimburse them. 
  • Edgewater phases 3 & 4 are anticipating completion by June 2024. The road should be completed around this time if the project breaks ground in February 2024. 
  • When the contractor goes out for bid for Edgewater phases 3 & 4, the construction plans for this road will also be provided.

Gettysburg to Blackland

Project Management & Inspection 

  • All projects have successfully moved to the design phase. Water Tower Road has moved into the review process. 

Contingency

  •  10% of the bond proceeds are held for contingency expenses.  None have been tapped yet, but we are greatly concerned about rising inflation rates.

Cost of Bond Issuance 

  • The City has paid about $200,557 as part of the debt sale process.
